The FCT Health Insurance Scheme (FHIS) was established by the Federal Capital Territory Administration (FCTA) to provide accessible, affordable, and quality healthcare services to residents of the Federal Capital Territory (FCT), Abuja. The scheme was designed in line with the National Health Insurance Authority (NHIA) Act, which mandates health insurance coverage for all Nigerians. Initially, FHIS focused on enrolling public sector employees, but over time, it expanded to cover private sector workers, informal sector participants, and vulnerable groups. The scheme aims to achieve universal health coverage (UHC) by ensuring that all FCT residents, regardless of their socio-economic status, have access to essential healthcare services without financial hardship.
